Allows Oregon Liquor Control Commission to suspend or refuse renewal of liquor license immediately if licensee fails to comply with liquor liability insurance or surety bond requirements. Makes failure to supply proof of compliance at time of license renewal or upon request reason for immediate suspension or refusal to renew.

Allows OLCC to refuse service permit or to revoke/suspend service permit or impose civil penalty, if applicant/permittee makes false statements to the commission. Changes current service permit expiration date to five years after completion of required alcohol service education course.

Allows craft distilleries to obtain OLCC special event license for tasting events at a separate tasting room or marketing opportunity. Limits the license to a period not exceeding 5 days.

Alcohol Purchase Prohibition – Retail Check

Requires driver license or identification card issued by Dept. of Transportation to indicate a person may not buy alcohol if they have twice been convicted of DUII. Requires licensees and permittees of OLCC to check ID of all persons before selling or serving alcohol. Directs OLCC to cancel or suspend license of certain licensees who knowingly sell to person prohibited from purchasing alcohol. Applies to bars/taverns posted as Off-limits to minors.

Requires applicant for issuance or renewal of liquor license to seek written recommendation of county governing body or city council. Requires OLCC to refuse issuance or renewal of license if governing body or city council recommends refusal for certain reasons and commission verifies asserted reasons are valid. Requires OLCC to suspend/cancel license and permits of licensee, if governing body or city council requests suspension or cancellation for certain reasons and reasons are valid.

Shortens term of service permits issued by OLCC. Shortens time within which licensee or service permit holder must re-qualify for license or permit. Makes retaking approved service course and examination mandatory to re-qualify for service permit.

Beer Franchising

Repeals laws relating to required contracts between suppliers and wholesalers of alcoholic beverages. Eliminates statutorily mandated exclusive territories for wholesalers of alcoholic beverages. Repeals other laws governing relationship between suppliers and wholesalers of alcoholic beverages. Allows manufacturer or wholesaler of alcoholic beverages to enter into agreement with retail licensee that provides for payment for alcoholic beverages, after delivery, by check or electronic fund transfer.
