Establishes that a parent/guardian may provide alcohol to a person under 21 years of age, only if they accompany the minor and are in a private residence. In all other circumstances, a person in control of property may not allow any person under age 21 to consume alcohol on the property and may not allow a minor who has consumed alcohol to remain on the property. Provides an exemption from liability for sacramental wine provided as part of a  religious service.

Establishes penalties for Oregon Liquor Control Commission licensee, or employee of licensee, committing offense of selling or making alcohol available to minors. Makes first offense violation punishable by fine of not less than $250 and not more than $720. Makes second offense violation punishable by fine of not less than $500 and not more than $720. Makes 3rd offense a misdemeanor punishable by not less than $1,000 fine and not more than $6,250 fine and one year in prison. Makes 4th or subsequent offense a misdemeanor punishable by not less that $1,000 and 30 days in prison and not more than $6,250 fine and one year in prison.

Requires court to suspend minor’s drivers license, if minor is cited for attempting to purchase alcohol, purchasing or possessing alcohol and later fails to appear in court. Provides that person’s age at time of offense, not at time of conviction, governs imposition of the license suspension.

Increases penalty for knowingly furnishing alcohol to a minor. Allows court to waive specified amount of fine, if violator performs at least 30 hours of community service.

Subject to availability of funds, directs Dept. of Human Services, to work with local nonprofit organizations to develop and implement a statewide media campaign (Radio, TV, print, Internet) on underage alcohol use. Sunsets Jan. 2, 2016.
